#1047 — Partner activities should not exclude any logs (docs)

Description

Currently doc uploads are currently not showing up in the partner/master logs in the dashboard. Also application submissions are not showing up in partner logs (they do in master) These should be independent from who the initiator is.

• Dashboard logs should reflect all logs of all merchants.
