#1127 — [bug] Merchant count mismatch

Description

Merchant table shows the count of each status on top while the real count is also shown in the bottom. These two should match but they don’t: (3 vs. 4 in the example above)

Affecting both master and partner portal:

• Investigate and fix /api/v1/partner/merchants/counts
• Investigate and fix /api/v1/master/merchants/counts
