#259 — Add template widget selection to LLM

Description

In addition to free-form SQL widgets we want the LLM to be able to select relevant widgets from our internal widget templates repository. If any are a good match, pre-set widgets are preferred to free-form.

AC:

• Test templates have been added to twill-data to upload collection to staging
• Widget route has been modified to accommodate pre-set widgets.
