#362 — Improve response on payengine 500 error

Caused by https://twill-network.slack.com/archives/C07TPN6FCBX/p1748868027658809

When Payengine fails with 500 error we send a 201, this should be fixed.

AC:

• An appropriate (@AlexanderMakarov add here definition of appropriate) response is sent back from facade upon receiving a 500 error from Pay Engine
