Request

We need allow to “Submit as Lead” in UI multiple times.

Acceptance criteria

  • Facade allows call POST /merchants/{merchant_id}/submit/force for merchant in “lead” status.
  • Slack message shows difference between “attempt to submit via PE failed” and “force submitted” actions.
  • Logic above is covered with unit tests.
