#538 — [Bug]: Template for one merchant cannot be selected on another merchant

Description
Steps to reproduce
To reproduce:
- In staging login under any partner account
- Create a custom template under one merchant (merchant A).
- Close that merchant and create new merchant (merchant B)
- On merchant’s B application select the template created on merchant’s A application
- Complete the application until the end and submit
You should get an error complaining about not finding fee with id xxxx-xxx-x-x
What was the expected behavior?
I expected it to submit correctly.
