Update Azure infrastructure to support multiple custom domains with automated SSL certificate provisioning and domain routing. AC:

• Bicep template updated to support partner domains array
• Custom domain resource created per partner
• SSL certificate auto-provisioning enabled
• Domain validation automated
• CSP headers updated to include partner domains
• WAF policy allows partner domains
• Deployment tested in staging environment
• Documentation updated with domain addition process
