There is a blob storage service created on azure to store documents (in staging)
There is a new module in facade to interact with the storage service
The code in facade has been changed to use the new storage service to upload docs
The code in facade has been changed to use the new storage service to get download links
The code in facade has been changed to use the new storage service to delete docs
The IaC repo has been modified to include the new AZURE STORAGE variables
The tests are passing
There is a migration plan for existing payengine docs
