Description
We should be able to get all merchants with any status from both EMS and Luqra, even if not connected to a partner. AC:
- Master force update endpoint brings all merchants to Twill, setting the partner as
001if not assigned to one already. - Functionality should not be included in nightly jobs and should only be triggered manually.
