#930 — [bug] Action required filter and count error

Description

In ems-partner there is a merchant with action required flag on (ems_565500000994984). But the count for action required shows zero and the filter results in no merchants. Also this merchant is missing last activity in master’s list merchant endpoint.

• Investigate and fix the count/filter issue for “Action Required” (last activity is Twill message)
• Investigate and fix the last activity field of master list merchants
