Description

We have a design for dedicated popup

But on prod sync 2025/07/24 we decided then would open Merchant On-boarding Application on “Documents” tab with a text from MerchantPersisted.status_message.

AC:

• We should have a tab on merchant table “Action required” which applies to merchant with status message not empty
• If status is “Action required”, the modal should be available to upload
