#575 — UI Allow the rep to send incomplete application to merchant to complete

Description

In the submission tab, add another button “Send application to Merchant to complete”. Clicking this button should bring a modal to input name and email and a button “send” when sent, the user should get a toast notification “Application sent to X to complete”
