Description

As part of redesigns in #671 and #673 we need to implement a functionality for adding new merchant before #565 is implemented.

AC:

When the new merchant button is pressed, a new merchant is created with name “New Merchant” and UI navigates to merchants/?id= {the id of this newly created merchant} to continue
