Description

Master portal should have two options to submit applications:

Send to Luqra using master/merchants/{merchant_id}/raise-luqra-application
Send to EMS using master/{partner_id}/merchants/{merchant_id}/create-ems-unsigned-deal

For all cases, we track the submission in logs (#692).
