Steps to reproduce

To reproduce: Not easy to reproduce. It is caused by an internal error in a tool that produces a simple ToolMessage as opposed to a regular RawToolMessage

How to fix?

Use RawToolMessage for all tool related messaging

What was the expected behavior?

I expected it to load the state successfully
